Attorney William D. Saltzman is a graduate of Yale College and the Boston University Law School. Before joining Koufman & Frederick, Mr. Saltzman served as a senior litigation counsel for the Massachusetts Department of Correction. During 34 years with the Department, Mr. Saltzman represented agency officials and employees in federal and state civil litigation, including section 1983 actions, state civil rights and tort claims, and statutory and regulatory challenges. He provided legal opinions and advice on a wide variety of topics germane to the provision of medical and mental health care, health services procurement and contract management, restrictive housing, state ethics, legal risk management, and legislative and regulatory matters. At Koufman & Frederick, Mr. Saltzman’s practice encompasses civil rights litigation, professional malpractice, licensing board matters, insurance defense, and contract litigation.
